The Walworth County Housing Authority owns and operates the Hartwell Street Apartments. Hartwell Street offers a permanent supportive housing program and affordable rental housing that includes services which support residents in improving their quality of life. Our goal at Hartwell Street is to work in partnership with residents to assist them in retaining permanent housing as they strive to attain their fullest potential as individuals.

• Hartwell Street Apartments offers 10 one bedroom and 4 efficiency rental units.
• All units have a private entrance, appliances, and air conditioning.
• The property has off street parking, a community room/kitchen, patio area, and a laundry facility.
• The owner pays for heat, water/sewer and trash services.

Supportive Housing Program

Our permanent supportive housing program works to end chronic homelessness by providing support services and financial resources to individuals having difficulty finding and keeping housing. To qualify for the program, an individual must meet both of the following criteria:

1. Be an adult with a disability

2. Demonstrate chronic homelessness by having experienced either one year of consecutive homelessness or four episodes of homelessness in the past three years.

This program is a housing first approach providing supportive resources and services as residents begin to recover from the trauma of homelessness and focus on barriers to further successes. A full-time case manager works one-on-one with all residents as an advocate to empower and encourage the building of life skills. Residents that live at Hartwell Street Apartments pay a portion of their monthly adjusted income for rent and electric utility service costs. The program works in partnership with clients to develop individualized progress plans that enable and encourage housing independence and stability.
